What we're looking for: A motivated team player to join the City of New Braunfels Finance department. Under general supervision, the Grants Coordinator identifies funding needs, researches and seeks grant opportunities, prepares and submits grant proposals, oversees financial and performance reporting, reviews and approves incoming grant opportunities, and implements grant-funded programs and related activities in accordance with regulatory and organizational guidelines.

Primary Duties and Responsibilities

The responsibilities you'll be trusted with:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Serves as primary advisor to City on grant programs and Federal appropriations funding issues; recommends methods and strategies to improve overall management and development of grant-funded programs; applies technical and political expertise in special funding sources and related matters to further the City's interests.
  • Creates applications for outside funding sources by following grant requirements, preparing narratives, letters of support and commitment, project budgets and other information necessary for application and recordkeeping.
  • Researches joint venture and funding opportunities for City programs and projects; meets and coordinates with outside agencies and City staff to discuss and gather information for grant submittal; reviews and evaluates technical documents; analyzes data and information and communicates results.
  • Coordinates and administers grant programs including but not limited to: housing programs funded by the U.S. Department of Housing and Urban Development (HUD) & Community Development Block Grant (CDBG).
  • Coordinates all activities of grant-funded projects and programs to ensure the technical requirements of participating entities are met; facilitates the provision and submission of required financial reports, assists with program performance reporting, and ensures all reporting for grants being pursued or awarded is completed by required deadlines.
  • Oversees contractors administering grants and grant programs on behalf of the City.
  • Manage and track grant activity across departments, including maintaining documentation and schedules for all federal grants to ensure accurate and timely reporting for the Schedule of Expenditures of Federal Awards (SEFA).
  • Ensures compliance with all grant requirements including financial and budgetary, coordinates inspections of grant programs with grant agencies and service providers.
  • Coordinates work of the Community Development Advisory Committee (CDAC); serves as liaison between the City and grant funding sources and legislative contacts.
  • Conducts and coordinates assigned projects and research studies; facilitates stakeholder communications and coordinates special events; identifies and resolves problems as needed.
  • Promotes, organizes and stimulates good relationships with neighborhood and community groups and other agencies to facilitate community participation; interprets and explains City programs, strategic priorities, and philosophies.
  • Monitors Federal and state legislative trends and issues that affect grant programs; provides assistance in resolving issues and conflicts with funding agencies; monitors trends in public policy and political issues and recommends improvements in the City's development strategies.
  • Performs other duties as assigned or required.
Education, Experience, Licenses and Certifications

Your education and experience that matter most for this role:
Education and Experience:
  • Bachelor's degree in Planning, Finance, Social Sciences, Business or Public Administration or a related field; four (4) years experience with grant applications preferred ; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
  • Must possess a valid Texas Driver's License.
  • Specific HUD technical certifications may be required.

Knowledge, Skills and Other Requirements
  • Required Knowledge of:
    • City organization, operations, policies and procedures.
    • English grammar, composition, spelling, punctuation and vocabulary.
  • Preferred Knowledge of:
    • Grant-funded project management systems, documentation and records management.
    • Grant application and administration process and procedures.
    • Current legislative, political, and economic trends in state and Federal governmental activities.
    • Federal, State and local laws, rules and regulations affecting community development and community housing rehabilitation.
    • Code of Federal Regulations (CFR) governing public housing programs, and HUD & CDBG standards and procedures.
    • Local community resources and regional community services programs.
  • Required Skill in:
    • Collecting data, preparing reports, and effectively presenting statistical and conceptual information.
    • Assessing and prioritizing multiple tasks, projects and demands.
    • Using initiative and independent judgment within established procedural guidelines.
    • Effective communication, both verbal and written.
    • Operating a personal computer utilizing a variety of business software involving word processing, data entry and report generation.
  • Preferred Skill in:
    • Finding, analyzing and compiling technical and statistical information to prepare grants, technical reports, proposals, and correspondence.
    • Understanding and applying grant program standards, and applicable rules and regulations.
    • Reviewing, updating and maintaining files, reports and documentation for grant programs.
    • Interpreting HUD and CDBG documents and program regulations.
  • Establishing and maintaining cooperative working relationships with employees, officials, other community development agencies and the general public
